During the identification phase, the authorities of the resettlement country review the referred case to determine whether to proceed with the admission procedure. This phase serves as an initial assessment before more detailed selection procedures are carried out. 

Authorities may examine elements such as the refugee’s protection needs, legal status, family composition, vulnerabilities, and potential eligibility under national criteria. Existing documentation provided by UNHCR or another referring body may also be reviewed to ensure that the case falls within the priorities and quotas established by the receiving country. 

Depending on the national system, identification may involve cooperation between immigration authorities, ministries, embassies, or specialised agencies responsible for resettlement.
