Conclusion

Following the assessment process, the participating Member State reaches a conclusion regarding admission under the Union Resettlement and Humanitarian Admission Framework.

The outcome of the procedure may result in:

  • a positive conclusion; 
  • a refused admission 
  • or the discontinuation of the procedure. 

The conclusion is usually communicated through the relevant authorities and supporting organisations involved in the procedure. The time required to reach a conclusion may vary depending on the circumstances of the case and the procedures in place.

 

*The term "Conclusion" has been used to reflect the terminology of Regulation (EU) 2024/1350 establishing the Union Resettlement and Humanitarian Admission Framework. The Regulation distinguishes between a "conclusion on admission" reached during the admission procedure and the subsequent decision granting international protection or humanitarian status under national law. Under Article 9 of the Regulation, Member States first reach a conclusion on admission, while the decision granting international protection is taken following a positive conclusion and takes effect only after the person has entered the territory of the Member State. A positive conclusion means that the refugee has been accepted for admission and may continue to the pre-departure and travel phases. Depending on the type of admission, the refugee may later receive international protection or humanitarian status under national law. 

A refused admission means that the refugee has not been accepted for admission by the country of resettlement. This may happen for different legal, security, or eligibility-related reasons under the Union Framework. 

In some situations, the procedure may also be discontinued before a final conclusion is reached. This may happen, for example, if consent is withdrawn, if essential information is not provided, or if the procedure can no longer continue under the applicable framework.
