Stay in Reception Phase

The stay in reception is the intermediate phase of the reception process. This stage needs a tailor-made approach to address the individual needs of the applicant, with an increased emphasis on their well-being and resilience. During this period, applicants are given the opportunity to prepare for the potential outcomes of their asylum application, receiving support tailored to their specific circumstances.

This section outlines the interrelated approach to information provision for applicants of international protection during the stay in reception, covering essential aspects such as:

  • material reception conditions: including information on accommodation and house rules;
  • service provision: healthcare, recreational, social and cultural activities, language courses and civic orientation, legal counselling and assistance, family tracing and family reunification;
  • safety and security;
  • special needs: children, trafficking in human beings, gender-based violence, mental health, disabilities; 
  • employment and vocational training;
  • participation and community-based approach

Apart from the general information provision messages that should be conveyed to applicants for international protection, this section also details practical tips for reception staff on how to deliver these messages effectively. Additionally, it provides background information on international and EU legal instruments, complemented by EUAA guidance, standard and indicators, and reports. These instruments and tools emphasise the importance of ensuring that applicants are well informed and supported throughout their stay, reinforcing their rights and access to essential services.

The framework for information provision during the stay in reception is aligned with the recast reception conditions directive no 2013/33/EU, (RCD (recast)), and the EUAA operational standards and indicators (EASO Guidance on reception conditions operational standards and indicators, 2016; EASO Guidance on reception conditions for unaccompanied children operational standards and indicators 2018; EUAA Guidance on reception operational standards and indicators, 2024EUAA Guidance on vulnerability in asylum and reception operational standards and indicators, 2024).

Ensuring that applicants have access to adapted, accurate and timely information during their stay is crucial for their overall well-being, effective participation and access to guaranteed rights. This section highlights main topics, strategies and practices that facilitate effective information provision, ensuring that applicants are well-informed and supported throughout their stay.
