Background information
The qualification directive (2011/95/EU), (QD) stipulates that Member States are obligated to issue travel documents to beneficiaries of international protection, except in cases where compelling reasons of national security or public order necessitate otherwise (Article 25 QD).
The 1951 Refugee Convention and its 1967 Protocol emphasise the fact that states are obliged to issue travel documents to refugees, facilitating their travel outside the country. These documents should be issued in the form provided for in the Schedule to the Convention, allowing refugees to travel outside the issuing state and facilitating their international travel (Article 28).
Information provision messages
Inform beneficiaries of international protection on the below:
- Their rights to claim a travel document, how and where to apply for a travel document, and the contact details of the authority responsible for issuing travel documents. Additionally, inform them if requests can be submitted online.
- The differences between various types of travel documents, including eligibility criteria, validity, renewal processes, costs, etc.
- The distinction between a travel document and a national passport.
- The necessary requirements for claiming a travel document.
- The available support services that can provide beneficiaries with additional information and assistance in claiming the travel document.
- The general use of the travel document, including where they can use it and any additional visa requirements.
Practical tips
- Organise group information sessions to provide beneficiaries of international protection with information on the types of travel documents, eligibility criteria, validity periods, costs, and other related topics, allowing them to clarify any questions they might have.
- Include indications of digital sources (e.g. websites of the issuing authority) where beneficiaries can access more information on travel documents.
- Provide written information so that the person can keep it at hand and consult it as needed: as this is complex information that people will not be able to memorise.
